Even then, having what is called an indecent relationship is considered a crime that means the relationship was casual even if both consented and corrupted the child or the children as these can also be a crime between minors in contrast to a "sincere relationship" which is defined between two engaged or married individuals one or both teens from the age of 13 to 17.
It is offensive to the Japanese that you would call them all pedophiles or putting all of them as people who can't distinguish between sexual abuse of minors which is in other words calling them stupid and I will assume that your view is derived from loli anime and loli hentai which I would understand having not known better.
As I mentioned no culture accepts sex with babies except Jewish culture which promotes sex with children under three years old and one day.
