Public executions would drastically reduce crime. Most people are dull. Public executions gets the message across better than anything else. Also, it becomes a matter of reputation for your family.
"So... this guy raped and murdered some woman.. and then got hanged in public? god, I don't want that to happen to me or my family to be associated with that"

@TheIronHeart There are theories that executions genetically lowered the murder rate too, which would obviously happen to some degree.
