I think what you're basically thinking about is foreign volunteer squads. You have a group of people that act as a unit that can communicate between eachother with a leader that can communicate effectively with people above them
They're at least not doing that with him because he has no experience and like they literally said (you don't know their situation better than them), they don't have time or resources to train him, even if they could get him in a squad where he can communicate effectively. This isn't lasting multiple years, there won't be time for training him to be worth anything
