@dcjogger Lets correct a little misconception here. The debt has NEVER been declining since 1789. Actually the last time the US had a tiny $2 billion surplus was in fiscal year 1957 under Eisenhower, but he still added $23 billion to the debt.
After that the debt has only been growing rapidly. Even Obama added $1.6 trillion, something fanatic leftists always try to deny with simply claiming "Obama reduced the debt".
It will not change without serious monetary reform.
