Using "inevitable development of a mature human" is a flawed argument for two reasons. First, you can't guarantee a fetus reaches delivery date without miscarriage. Second, all sperm and eggs can "inevitably develop to a mature human", so you'd have to make it illegal to nut outside a woman, women would have to constantly start trying for baby ASAP and all birth control would be illegal.
