Exact same as today, the media decide this will be the new norm, so the next generation falls in line. Everything else is just set-dressing for the propaganda. Homosexuality is normal too, but for a different reason. Best explanation for it is the sexually antagonistic theory. Everything from the birth order effect to the low but stable prevalence across mammals. It's natural, sure, but it's separate from it being some good thing. It's effectively female genetics disabling male genetics for an advantage

If you don't have natural selection, you have dysgenics, and dysgenics means you'll regress until you can't maintain it any longer. It's just a long term suicide strategy. Some amount of eugenics you really need. Don't need to kill anyone, but something as simple as tax deductions for healthy married couples would do a lot of good
