@applejack the public sector is a tumor. there is no responsibility on what happens with public funds because it's none of the bureaucrat's own money. in countries where leftists have all the power, every sector is nationalized to party control and they can just set it so the workers all have low pay and no benefits. in "democratic" countries, the labor unions will endlessly demand more pay and benefits for public sector workers and nobody is there to suggest otherwise, because it's public funds and not theirs. the service or product they provide will be worse because there cannot be competition.
