Yes but on the other hand intel management engine means that anything with an intel chip in it made since ~2002 is literally controlled by israel. Israel is not omiscient but their surveillance and cyber capabilities are a yuge threat and should not be underestimated imo .
This is a way more tangible and credible threat, as "adding extra features in a chip during manufacturing" is not that crazy and the Chinese did something similar with a motherboard. I'd say this could also be known bc there are security groups and hackers tinkering with these 24/7. We would probably know if it was "phoning home".

If it's something it probably only works when activated remotely, otherwise you'd have weird network traffic that's very detectable
Same thing applies to shit like phones and anything that might be backdoored
