could be pure brainwashing but then there is also some truth to what they're saying. russia is different though. when i speak to russians about putin i don't get the impression that they are spewing state sanctioned rhetoric. i know russians who hate him too. i never met a chinaman who said they hate Xi.

I completely get that, what I don't get is why (if Putin is a secret wignat) he would allow them to flood into white areas. If anything he should be doing the opposite.

My personal take on the whole thing is that historically Russian regimes have used ethnic-russians as their core population group because they're guaranteed to be loyal. So they plant them everywhere they can (like the balkans and ukraine) to use as a base of support whenever they need it. Basically the same as the chicoms do with the hans.

After the fall of the soviet union though they realised they were no longer loyal, so now they're trying to balance them out with other ethnic groups to avoid a repeat of 1990.

Considering how more "willing" to become violent Russian ethnic groups are the infighting needs no government prompting. Putin stayed in power since his communications(?) minister created a style of propaganda where multiple narratives get pumped into people and they exhaust themselves trying to reconcile the contradictions and from trying to decide which one is true
