i ended up using a flap disc to smooth the welds then cut a chamfer in these washers for clearance for the weld fillet so they mate flush
this cold rolled steel plate has a weird grain structure. anyway this slides nicely and just needs a bit of grease. i have a few more parts to cut but getting close to suspension final assembly
there's not much weld material left joining these parts of the ratchet pawl. i'm a bit concerned about how durable that weld will be over time. probably should have just machined that out of one piece of 4140 and heat treated it. now i'll have to go back and inspect it after some use
i don't expect it to fail immediately but it could develop cracks over time
i could do another fillet weld on the opposite side but then i'd have to grind clearance on the receiving end of this slot and i'd rather not

the trick with this 4140 to mild steel is you do have to use some filler. can't just do a fusion weld or i would do that. fusion welds are more prone to cracking
