@sim Shift gear into a tourism based economy. Why is entertaining the tourists draining finances - a large influx of external money should, normally, benefit the area's economy, not damage it. The province is just failing to take advantage of the money the tourists should be bringing in. Hotels, restaurants, merchandise and mementos, etc.

@Galena I think because this happened in a small roman fishing village originally. It was becoming harder for the locals to afford anything as prices went up, they couldn't shelter all the tourists and they were pretty secluded. But these days, that is exactly what they'd want to do.
