@neo4812 @Nebukhanezzar It's because the people in charge are actually very very lazy, so lazy in fact that they don't want to deal with the logistics of checking every package that looks like it has a child in it on the off chance that there is a real child in it, and they use the excuse of the will of the people or the peoples morals as an excuse, because they really do not care about the will of the people, or morals. That's my assumption at least.
