In TNG S1E8, WHY THE FUCK is Picard talking with these people? I don't think they have warp. They think a fucking space station is God. They're breaking the prime directive to talk with these neanderthals, just because they think it would be a good vacation spot? Wtf? Inconsistent, and weird.
Ok so I thought about it and I guess since they knew of warp from other cultures visiting them, I guess it's ok to contact them? It's warp knowledge not warp itself that makes a civilization ok to contact.
