The problem with fallout New Vegas is that Mr. House is the only side of a conflict with a proof.
New Vegas is not only safe, but a true gem without any sign of weakness. If we say similar result from anyone, it qould make their arguments seem bulletproof.
It's the difference between seing elaborate plans and equasions, and seing a flying rocket.
You have 3 groups with drawings, and one person, who is pointing to a working prototype.
And, if that wasn't enough, the mere existance of New Vegas disproves the Cesar completelly, since his strongest point is, that what House did cannot be done.

The NCR is just USA 2.
House is literally just a fucking ancap is hilarious.
And last and possible best bet is the courier, I realized this after I finished my first and only playthrough. It essentially gives total freedom for the player to do with New Vegas as he sees fit.
I couldn't bring myself to do that because House never really betrayed me, the game forces you into taking action and all the power for yourself, and in doing so destroying House and all his hopes and dreams completely, and the game makes sure you know that since the only way of doing it is betrayal, you, the player in a sense become a villain once again, as Ulysses confronts you later on.
