Yes, obviously a good propaganda is not by lying, but by setting a double standart.
When you say, that someone who sends tanks your way is "gently hugging cities", while you defending yourself is "trying to get yourself killed", then they don't have to lie about objective events to keep their narrative.
Remember that Ukraine is an occupied people, occupied by the west to use as a weapon against Russia. Too bad that many ukranians are serving the occupation regime by doing what they think is the right thing.
