For vehicles, down is set by design in place, where gravity would be, if the vehicle was on earth at a particular orientation. (only a mental help).

On a theoretical spinning station, down will be set by centrifugal force.

Simply set, down is set by gravity in common circumstances, but there are way too many exceptions to accept the rule as an absolute.
