This is a bad question.
I do not see a concept of "human rights" to be anything other then a leftie wishlist of "nice to haves in an idealized society", so obviously, they would add healthcare in there too.

But since I don't care about leftie wishlists, I am not sure what the point of your question actually is outside of that framework.
