They collect EVERYTHING. The problem isn't to know a kid is unstable. The problem is, that
1) You cannot arrest a kid for being bullied.
2) You cannot even arrest a guy for joking on the net.
So, you have to literaly know the day, when he just decides to take his toys to school.
