Second, and more general rule is, the rule of informed conscent when aplied to action. You should not be using any dangerous tool without first peoving, that you do understand both the risks and ways of limiting them.
There is a reason, why there are tests before you are allowed to own a gun. But I don't remember going through a computer literacy test, when I opened my online banking account.
The problem with that is you can't really hurt other people with a computer. At least, not so easily / to as great a degree as you can with a gun or a car. So the principle of freedom applies.
