Actually the 90's web looked so, so fucking awful, and yes we all knew it did, it was what our connections and limited RAM could do at the time, also the 90's were not a decade of taste in general.
Look, our fucking computers had this as a possible colour scheme in the 90's. And no, this wasn't some accessibility thing (there were themes designed for that, they didn't give many fucks about accessibility but it wasn't like they gave THAT few fucks). This theme really was created as an aesthetic choice.
