1) The budget of normal TV show is forced to create 3 times the length of a movie.
2) She hulk is a fucking definition of Uncanny Valley. The exact wording would be: Same, but different, but exactly the same, but green, but witch changed facial features and higher, but still the same actress and her expressions.
Even a fucking textures are made infinitelly more difficuilt by the fact, she's a woman. She must represent the "flawless makeup filled skin", while not looking plastic. Not even meat-based women can do that.
If something is wrong with this effect, it is direction and animation. That movement has 0 energy, and the static palm trees in the background
are only making it even more obvious.

Muscules of Hulk have hundreds of "imperfections" in the muscule fibre and veins, that the eye can focus on, that the same effect did look OK, but try making the same thing with smooth hands, any you're fucked.
Yes, her skin is not transparent, does not have shiny spots from sweat etc. It is a bad effect. But, it is cursed, because the demands were ridiculous.
