smuggling just needs to be profitable to be worthwhile, any kind of export restriction can induce a black market. There's a lot of tobacco smuggling because of US export restrictions on Japanese and Cuban tobacco. There's computer smuggling to Iran (they had a shit ton of clustered ps3s at one time). I think goats and goat meat is often smuggled into the USA from Mexico
