Yeah.... I still don't accept that.
US military budget is astronomical, and they have some of the true future tech. So, while numbers might seem to go for russia/china, number are meaningless when comparing technologies this different.
(While, I know War Thunder is a fucking game, the differences in combat some technologies make is clearly shown to be fucking ridiculous.)

If the world largest budget gets you "very weak", it would make want to "burn it down and rebuild from the start."

That would just be an even larger money transfer to the MIC than "Oh, I guess we need to buy more planes and fund more R&D".
