Yes, it is true.
While some games are created to be fun at the high difficulty, most developers don't care about that experience, and just multiply health and attack of all enemies by 20.

@LukeAlmighty @gamingonlinux this is why i don't play on hard modes. i've seen some people say they like max hard mode because it forces you to learn a game's mechanics. i tend to avoid it because it tends to reduce the entirety of the gameplay to a single 'correct' minmaxed, often cheese-filled outcome.

I do usually click the 2nd hardest, but then, I see byself exploiting bad pathfinding, spam healing etc, and wonder: Was this the game they had in mind?

Skyrim is worst case, since I usually end up near some rock, wait for enemy to approach, I jump on the rock, and the enemy is fucked, since he has no way of getting to me...
