The jews are trying to push for it here too, but a state where 60 percent of people are the worst human trash for muslims, it just isn't an easy sell. 
In Europe the borders are near Africa/the Middle East, Turkey and Bosnia are Islamic, and Africans come from Africa. In the USA, they're next to Mexico and South America isn't Islamic, and also "black people" are a mix of slave descendants, African migrants, and whatnot with little in the way of identity unless they came from Africa in the past few decades and have some still.
