My mom turned her PC on 30 minutes ago.

Man, the least I can do is to give her the Pi.
It is the best solution. Easier setup, faster hardware etc.

The cheapest would be to check, if her phone supports a desktop docking

But she doesn't have any HDMI compatible monitor in here 
And obviously, I don't have the hdmi-vga adapter in here.
