Somewhere I heard a good explanation.
When you work at Google, you don't get promoted for maintenance or increase profit. Your best way to get promoted is to push through a new feature. So, every ambitious bastard pushes through some change, and then leaves it as soon as it's released so they can push a next one ASAP.
