@rlier23 @LukeAlmighty Taxes also let you regulate behavior for ambiguously legal reasons that straight regulation and policy cannot accomplish de jure or de facto. See Obamacare, which was written on paper and declared by SCotUS as a tax to avoid being struck down for breaking the Commerce Clause and the 10th Amendment.
