Literally everyone from kiddies to cybersecurity experts will tell you the same thing.
Expiring passwords lead to lazy passwords. Noone can be assed to remember a new combo of 32 symbols with 2 complexity every 3 months. It's just not worth it.
Make people choose password once, and do not bother them.
