I didn't even realize there was significant enough snipping going on in TF2. I would have wagered Counter-Strike or Call of Duty.
cs and cod dont really have the same kind of community that would even respond with a long winded answer, counter strike maybe in the past, but not nowadays
tf2 is pretty much the only fit

Pretty sure the CS community is more substantial than the TF2 one. CS:GO literally just had a big update released. TF2 on the other hand... *crickets*

even still, the custom servers for csgo are more gimmick based, ie surf, 1v1, that kinda thing
you wont really find that sort of interaction there, i think you'd be more likely to find that in cs:source than in csgo
not to say tf2 doesnt have gimmick servers, but the ones that they have usually have a more communicative nature and generate chat
the updates dont really play into it.

Since when is the community inventing and modding new game modes a bad sign? That's literally proof that the game and it's community is thriving, if these servers still exist and are running. Unlike CS1.6 that is nothing more than de_dust2 servers.
thats not what i'm saying, i'm saying the way in which people talk and act are different and the modes that are popular dont encourage that specific kind of communication
you wont find "the snipersniper" on csgo custom servers because it'll be a surf server, or a 1v1 server
the way in which a community thrives doesnt mean that there will be loads of in game chat, and the type of chat is just simply different between the two games

Players don't communicate just in game chat. Judging the community by just that is 
move.
Also, are you not familiar with aim maps for CS? Those are the "sniper vs sniper" games. They've been a thing since the old CS1.6 days.
again, you are assuming i'm making a moral judgement. I was not.
They made the sniper vs sniper an actual game mode in csgo for some events,its not exactly the same but has a similar appeal. but usually people play on 1v1 maps, its the same thing. servers now let you pick between multiple weapons and the maps are more enclosed because its generally quicker, i havent seen many snipervssniper servers anymore on csgo, and even so, the way people talk on counter strike these days, you wont find that kind of chat.
and people dont talk much aside from shit talking on those servers or commenting on directly game related things, ie scoreboard. you generally wont find people wanting to hang around and ask those kinds of more silly questions like you do on a game like tf2.
