Maybe, but not necessarily.
There are indeed some things that are basically invented, forgot and then re-invented throughout history. So objective knowledge does have a way of being guaranteed to be discovered sooner or later.
But artistic works aren't exactly objective knowledge. Besides, the point is that if people lack the opportunities to grow and perform at their best, their contributions get wasted and it slows down the development of humanity as a whole.
There's a reason the last 100 years brought more advancements in science and technology than all of human history, that's because society was able to better make use of everyone's trained abilities. Even someone with just a highschool degree is likely to be more productive and contribute more to society today than the average person would hundreds of years ago.
