Don't know about the rest of Europe, but indeed tipping wasn't a thing in Romania. But I think that's only because of how communism worked. If you accepted tips in your job, you were frowned upon by the state, best case scenario. Worst case, the police would come for your ass.
Now tipping is pretty common, but I doubt the average Romanian tips as much as you guys do.
@alyx 10-15 percent is common but I can understand if you don't want the person getting arrested. Wow thats pretty jewish.

I generally aim for 10%, but go for whatever rounded up number I can get, which sometimes can come under 10%.

There has never been a more psychotic and evil political system than communism. Not even ancient tribal despotism could come close. It's not that this sort of petty thing was worse than the genocides and slave camps, but it shows the extent to which they love to exercise their tyranny, even in the smallest things.
