Romanian here, born after the fall of communism. The only mass gatherings I'm aware of during those times, were state organized ones, usually to praise the dictator, Nicolae Ceaușescu (similar to what you'd see in North Korea).

But what's also important to note, is that you weren't allowed to walk on the streets in groups larger than 2 maybe 3. Unless you were family members, you'd get approached by someone from the police or secret services, and in the best case scenario ordered to split up. In worst case scenario, you'd get questioned.
