If you actually resave at the same compression level, the jpeg doesn't actually get worse by any perceivable degree. I remember testing this with a script once, and even after dozens of resaves, I couldn't notice much degradation. Things take a turn for the worst when you constantly change compression levels between each save, because the compression artifacts created don't match the previous ones. Only then does it actually add artifacts on top of one another. When it's the same level of compression, the algorithm is smart enough to recognize it's own handiwork and to avoid worsening the artifacts it normally creates at that particular compression level.
