I saw that account too. You're probably better off being blocked.
As for the question itself, I'm guessing he wants to hide himself, to protect from the harassment he'll get. But then it doesn't really make sense to put all of that in the bio in the first place.

Don't know about the rejection part... I can see their bio just fine.
@alyx Apparently it has some sort of script that rejects the instance’s request and then reports where that request originated ( account and instance ). Dunno if that is possible, I guess it can be done, I would have so ask @p to be sure.
