I don't think we have coal heating, we still have plenty of wood burning heating. And cars regularly "pass" emission inspections via bribes. Not to mention how many second hand cars we buy from other nations. And yet we're no where near close Poland.
It's so excessive to the point where I don't believe the graph. Either it's poorly made or faulty.
