Oh, this clip is really old. So old that years ago I've seen an old show on Discovery explaining that the cat was basically trying to get rid of a fur ball.

I've seen plenty of cats chirping too, but nobody seems to know why they're doing it.

That's the main hypothesis, but I've also heard that they're doing it out of frustration that they can't reach their prey. I've seen them chirp at literal flies on the walls. It's one of their weirder behaviors.

@alyx @TheAncestor Yea In retrospect I could definitely see it as agitation. There was that look in the cat's eyes too.
