I wouldn't say it takes over every plain text file, but it tries.
On my system notepad gets inserted in every text file type association, and if for whatever reason you remove the programs that have precedence over it, or for a particular file type you don't have anything else, Notepad via Wine gets to open your file.
@alyx @bonf weird, i guess if you want to infect your linux with windows stuff you get what you get ...
