linux trolling me by opening a txt file in notepad under wine

Not necessarily. .ini files are text files, but they get associated with notepad by default when you install wine.

@alyx @bonf ascii text file in magic header bytes isnt the same as .ini extension

admittedly i dont have much experience with wine but i doubt its going to take over every plain text file association unless you assign it manually through your gui file associations

I wouldn't say it takes over every plain text file, but it tries.
On my system notepad gets inserted in every text file type association, and if for whatever reason you remove the programs that have precedence over it, or for a particular file type you don't have anything else, Notepad via Wine gets to open your file.
