I would have tried Ctrl+Alt+Del and if that failed PowerShell. If both of those failed then I guess it's hard reset time.

You usually need to click the desktop before hand (even if you have no window/app open) to give focus to the desktop, but then it should open a shutdown window, like it has since Windows 9x.
