Not really. They accelerate some of the matter that falls towards them, like a gigantic particle accelerator, and flings them in a super jet. It looks like it's emitted from the black hole, but it technically isn't.
There is the Hawking radiation stuff, that is more difficult to explain, which you can say it's being emitted from the black hole, since it does have the effect of reducing it's mass, except the whole process, as it is currently understood, seems to be destroying the information within the black hole. Which physicists insist is a problem in our understanding of physics, since information should not be destroyable like that.
