It's sounds like: "we promise we were working on dealing with the situation that is making everyone angry, but we didn't reach the end of our process of dealing with the situation. So the documents that leaked out that show we weren't actually dealing with the situation definitely don't mean we weren't gonna deal with the situation. It's just that we didn't yet finish doing the thing.
Whatever is in the leak is not our official stance on anything, even if the documents that leaked were made by us which any normal individual would interpret as being our actual position on the matter."

Basically a convoluted way to lie and obfuscate from the fact that they probably weren't planning on addressing the situation in a way that it would please the public, but now they're forced to change course cause they were caught red handed.
