I honest to god don't even know what that word means, but I can assure you it's a "transition away from fossil fuels" analogy.
The 2050 is the common fear mongering year used by alarmists. Transition to zero alcohol is transition to zero carbon emissions. The "make sure no night off is worse off" is a nod at the criticism that you can't get solar energy at night. The drinking credits are the carbon credits system. And I think the second fridge might be a reference to storing green electric energy in huge battery facilities.

Maybe you know a lot more about China's politics than me, but from where I'm standing I'm not seeing any similarity between the meme and China stuff.
