Yeah, it's expensive, but they don't do preemptive reencoding and they do not pick their codecs based on what will work next week, they pick it based on what saves three bytes per second this week. They have optimized their system to stream.

"Youtube is owned by Google and is shitty fluoride crammed past everyone's teeth" aside, they have completely different incentives. They are a video streaming service that sells ads: they don't want you to keep anything around and they don't care if what they serve you this week can still be decoded next week. This seems obvious.

It's like if you downloaded a bunch of Japanese text in UTF-8 and iconv'd it to Shift-JIS.
