All the money goes to paying Ukrainian govermnet officials.
Ukraine is so decimated at this point America is literally paying to keep Ukraine alive. The second US money stops going there Ukraine will collapse the same way Haati did. All the Gov officials will pack up and leave for somewhere else and the people will be left stranded.
There's no way America wins this conflict with Russia anymore, and Russia has announced the plan is to keep this conflict going for as long as possible. Russia is keeping this shit going to drain NATO of funds and resources which it is largely accomplishing
