Looks like a quote from the old testament.

The top line reads something along the lines of "Without deception a people falls".

The bottom line I didn't quite understand.
After looking it up, it seems to be the inverse: "When deception is employed, salvation is at hand".

Basically the Jewish version of "The art of war is the art of deception".
