Although the conspiracy theorist in me can't help but notice that the big bad mustache man is trying to smear the concept of decentralization as being somehow related to Nazism.
So an alternative explanation could be: some stupid government bureaucrat nigger used a government account to request verification, and the system automatically gave him "government verification".
Decentralized systems give governments trouble, so they have a vested interest in doing shit like that.
