It has to do with tax equality. Drug dealers also would have to pay taxes on their "income" from dealing with drugs. Sure most won't report such stuff, since it would be stupid as hell to do so. But it has to be taxed, otherwise it would non-sensical. Imagine doing something bad and even get rewarded for doing so by not having to pay taxes on it.

It is kinda weird and seems somewhat twisted but it does make sense when looking from a tax-perspective.... somewhat
