JCB (Japanese card network) processes through Discover's card network outside Japan and Discover has been part of some speech limiting actions (but not to the extent of the major card networks, to their credit); possibly JCB is bound by Discover policies even domestically to some extent.

@hideki Honestly pixiv has been going downhill for years now, all the good stuff on there is just artists reposting from Twitter and people using fanbox for R18 stuff

Honestly the only real question is whether or not they'll get propped up indefinitely with VC injections like Patreon. Cause they're definitely not gonna be self-sustaining anymore.
