i would like a dedicated ebook device, probably e-ink, with backlight, like a kindle paperwhite.

i'd like it to be entirely offline, no wifi or anything like that ideally.

what do you recommend?

I'm not sure such a device exists but I would recommend Kobo Clara HD. I have it. It's cheap but the screen is still good. It has wifi but you can use it 100% offline without turning it on and it has wide format support.
