It reminds me the meme of that store's sign that said :" if you pull a gun inside our store you are one of this three things: a) you are trying to rob us, so we will shoot you, b) you are trying to stop soneone robbing us, so we will thank you, c) you are an idiot, so we will kick you out".
Of course, something like open carry open carry should be intended for responsible gun owners who passes mental health checks ( i.e. no open carry on the hands of peopke witg Borderline Personality Disorder) so people around can feel safe there is someone around to stop a criminal.

I think is more important for whoever is granting those licences to secure that they are doing the appropiate mental health and background checks before granting OC licences. The fact that might not be the case is probably what generates the most lack of trust and therefore the greastest concern.
